Tuberville joins Young in introducing new trade legislation

U.S. Senator Tommy Tuberville from Alabama has joined forces with Senator Todd Young of Indiana to introduce the Leveling the Playing Field 2.0 Act. This legislation aims to bolster U.S. trade remedy laws, targeting unfair trade practices that affect American businesses, particularly in manufacturing.

The bill is designed to enhance the U.S. trade remedy system by addressing repeat offenders and unfair practices linked to China's Belt and Road Initiative (BRI). The BRI provides subsidies to China-based or operated companies outside China, a practice seen as distorting free market competition.

"China has been bending the rules for decades," stated Sen. Tuberville. "We have to fight back. Alabama’s manufacturers work hard, and as long as the playing field is level, they can outcompete anyone in the world."

Senator Young added, "Our bill will protect American jobs and combat China’s unfair trade practices."

Several other senators have co-sponsored this legislation alongside Tuberville and Young, including Jim Banks, Tammy Baldwin, Tom Cotton, Jon Fetterman, Ruben Gallego, Kirsten Gillibrand, Lindsey Graham, Amy Klobuchar, Bernie Moreno, Eric Schmitt, Tina Smith, Elizabeth Warren, and Roger Wicker.

In the House of Representatives, Beth Van Duyne and Terri Sewell are leading companion legislation efforts.

The American Iron and Steel Institute along with other industry associations endorse this legislative effort.

The Leveling the Playing Field 2.0 Act proposes revisions to antidumping (AD) and countervailing duty (CVD) laws in order to prevent international competitors from gaining an unfair advantage over U.S.-based industries like steel manufacturing.

The proposed changes aim at introducing "successive investigations" into circumvention tactics used by foreign entities that impact domestic markets negatively. The focus is on curbing these tactics which often involve moving production across borders—a practice known as “country hopping”—to evade duties imposed by the United States.

These issues predominantly affect sectors such as steel but also extend to others including engine manufacturing and kitchen cabinet production among many others.

Alabama's strong metal manufacturing sector stands poised to benefit from these legislative measures given its significant contribution both nationally and globally through exports valued at nearly $1.4 billion annually.
