U.S. Senator Tommy Tuberville (R-AL) has collaborated with Senator Bill Cassidy (R-LA) to introduce the Offshore Energy Security Act of 2025. This legislation mandates the U.S. Department of Interior to conduct two offshore oil and gas lease sales annually over a decade, culminating in 20 total lease sales.

Senator Tuberville stated, "For the last four years, the Biden administration has waged war on American energy. This intentional attack has depleted our domestic energy supply and made us dependent on foreign adversaries." He emphasized the importance of offshore energy development in the Gulf of Mexico as part of a comprehensive national energy strategy.

The bill is supported by Senators Katie Britt (R-AL), Cindy Hyde-Smith (R-MS), and Roger Wicker (R-MS). It also has endorsements from several industry groups including the American Petroleum Institute, National Ocean Industries Association, Louisiana Mid-Continent Oil & Gas Association, Gulf Energy Alliance, and Consumer Energy Alliance.

The proposed legislation comes in response to the current five-year plan under the Biden-Harris administration that proposes only three lease sales over five years. Notably, 2024 marked a year without any offshore lease sales for the first time in more than half a century. The new bill seeks to provide long-term leasing certainty and includes provisions regarding acreage, lease terms, environmental reviews, and legal protections against delays or invalidations.

Additionally, it codifies President Trump's 2020 memorandum to exclude the Eastern Gulf of Mexico from leasing during this period.

Senator Tuberville continues his advocacy for increased offshore energy opportunities following his co-sponsorship of similar legislation last Congress.
