City of Mobile issued the following announcement on Oct. 23.
The City of Mobile is soliciting proposals from qualified firms and individuals to perform professional consulting and planning services related to the implementation of the Community Development Block Grant (CDBG), funded by the U. S. Department of Housing and Urban Development and other program funds.
The services will consist of the development and execution of a detailed plan and methodology for the compilation and analysis of housing market valuation and condition data as relates to the efficacy of city-wide blight reduction and community development initiatives. The consultant will be expected to work closely with Community & Housing Development staff to: (a) Develop and define geographic perimeters focused on specific City activities and initiatives, (b) Develop and define relevant data sets for analysis, and (c) Produce a final report detailing the methodology, data, analysis, and conclusions.
Firms and individuals interested in performing the work will be considered on the basis of a written response to this Request for Proposals. All applicants must submit their qualifications and list any prior experience with Federal and State programs, especially CDBG projects and/or other HUD or Federal agency related projects, particularly projects similar in nature and scope to the above services being requested.
Proposals will be rated according to the following criteria:
- Prior experience with CDBG and/or HUD programs – 25 pts
- Professional Qualifications – 25 pts
- Experience with design and administration of projects of similar scope – 25 pts
- Proposed fee structure, budget, and timeline/availability for completion – 25 pts
