U.S. Senator Tommy Tuberville from Alabama has introduced the Offshore Energy Security Act of 2025 alongside U.S. Senator Bill Cassidy from Louisiana. This legislation mandates the U.S. Department of Interior to conduct two offshore oil and gas lease sales annually over a decade, totaling 20 lease sales.
"For the last four years, the Biden administration has waged war on American energy," said Sen. Tuberville. He emphasized that offshore energy development in the Gulf of Mexico is crucial for economic, national security, and environmental benefits, advocating for full utilization of domestic energy resources.
The bill is cosponsored by Senators Katie Britt (R-AL), Cindy Hyde-Smith (R-MS), and Roger Wicker (R-MS). It has received endorsements from several industry organizations including the American Petroleum Institute and National Ocean Industries Association.
Currently, under the Biden-Harris administration's five-year plan, only three lease sales are proposed over five years. The new bill aims to provide long-term leasing certainty following a year without any offshore lease sale for the first time in over half a century.
In addition to mandating sales, the legislation outlines acreage specifications, lease terms and conditions, applicable environmental reviews, and protections against legal challenges for issued leases and drilling permits. It also incorporates President Trump's 2020 memorandum excluding the Eastern Gulf of Mexico from leasing during this period.
Senator Tuberville had previously supported similar legislation in Congress with his involvement in various Senate committees including Armed Services and Agriculture.
