Legislation filed by Rep. Barry Moore in the U.S. House is intended to define veteran success and influence future federal measures for supporting veterans’ well-being, according to the U.S. Congress.

The bill, numbered H.R.8224, was brought forward on April 9, 2026, during the 119th Congress regular session. The summary below reflects the actual bill text and provides clarification of its details.

This measure proposes amendments to Title 38 of the United States Code to require the President to define “veteran success” and develop a National Veterans Strategy. The strategy’s objectives include creating well-being benchmarks across health, financial, and educational categories. The President must work with officials from different government levels and veterans groups before submitting the strategy to Congress every four years. Also included are obligations for progress reporting, highlighting barriers to veteran well-being, and conducting four-year reviews of the program’s success. Initial well-being metrics are due within two years, and the first national strategy must be issued within four years following this bill’s approval.

Rep. Barry Moore (Republican-AL-1st District) introduced the bill, with support from Rep. Michael Guest (Republican-AL-3rd District) as co-sponsor.

Since the current session began, Rep. Moore has submitted a total of 23 bills.

A similar bill, S.3726, was introduced to the Senate on Jan. 29, 2026. Congressional records note that it is identical to H.R.8224.

Congress may introduce bills in either the House or Senate, except for those related to revenue, which must originate in the House. Bills then go to committees for further review, public hearings, amendments, and debate before progressing to a chamber-wide vote. Both chambers must agree on the same version before sending it to the president for approval or veto. Congress works in two-year sequences, each termed and divided into two annual segments. Legislative procedures and official records are detailed and published by Congress.gov.

Barry Moore has represented Alabama in Congress since Jan. 3, 2021, following his election as a Republican to the 117th, 118th and current Congresses. He previously served in the Alabama state house of representatives from 2010 through 2018 and was a delegate at the 2016 Republican National Convention.

Moore graduated from Enterprise State Junior College in 1988, received a B.S. from Auburn University in 1992, attended Troy State University, and is a veteran of the Alabama Army National Guard.
