The letter emphasizes the importance of highlighting and countering China's Military-Civil Fusion strategy, which aims to eliminate barriers between China's civilian and military sectors. In addition to requesting the publication of the list, the Senators also seek a briefing on why the Department of Defense failed to produce the list in 2023, as mandated by the FY2021 NDAA. They further request an update on the process for developing, updating, and publishing the list.
